In the near future, a mysterious sexually transmitted disease starts to spread worldwide.
As the outbreak affects many countries in the world, vaccines are developed and humans start to coexist with the virus.
However, it is later found that the vaccines are flawed, which can gradually eliminate people’s sexual drives and eventually cause permanent infertility of adult males.
Humanity is at risk of extinction.
近未来の20○○年、未知の性感染症ウイルスが世界的に流行し始める。
世界各国で発生したため、ワクチンが開発され、人類はウイルスと共存するようになる。
しかし、このワクチンには欠陥があり、人の性欲を徐々に低下させ、やがて男性の永久不妊を引き起こすことが、後に判明するのです。
人類は絶滅の危機に瀕している。

In Japan, many unmarried men are fans of idol groups.
They spend a lot of money to go to events to talk to and shake hands with idol girls, who are often young, cute and pretend to be innocent and virgin.
These men have lost their interest in real-life dating and sex.
Under the current pandemic, the government concludes that the idol industry has a negative effect on the fertility rate of Japan.
日本では、未婚の童貞男性の多くがアイドルグループのファンである。
彼らは、清純な処女を装った若くてかわいいアイドルと話したり握手したりするために、お金をかけてイベントに参加している。
このような男性は、現実のデートやセックスに興味を失ってしまっている。
現在のパンデミックの状況下で、政府はアイドル産業が日本の出生率にマイナスの影響を与えると結論付けている。

In order to help those men to adapt to reality and encourage them to become interested in sex, the government passed a new law “Idol-Adult Industry Compulsory Collaboration Act”.
Basically, idols will no longer be allowed to hide their private sex lives and market themselves for virginity. Instead, they are required to perform sexual activities openly in adult videos.
Idols must also help their fans to overcome their shyness, raise their confidence in sex and improve their sexual attractiveness.

処女解禁条例（全文） Virginity Ban-lifting Rules (Full Text)

基本理念 Guiding Principle

0. Idols used to be perceived by the public as pretty young girls who are restricted by “the love ban” and marketable for their virginity. However, it is now generally agreed that as more and more idols betrayed their fans nowadays, the old concept of idols is obsolete and cannot hold anymore. Therefore, we set these rules, adopting the new concept that idols are sexual commodities who are marketable not for virginity but for sexuality.
アイドルといえば、「恋愛禁止」の制約を受け、処女性を売りにしたかわいい女の子というイメージが世間にはあった。しかし、ファンを裏切るアイドルが増えてきた今、昔のアイドルの概念は時代遅れで、もう成り立たないというのが、今の意見だ。そこで、アイドルは処女性ではなく、欲望性を売りにした性的商品であるという新しい概念のもと、この条例を設定したのです。

適用対象範囲 Scope of Applicability

1. All the current members, kenkyusei, former members and kenkyusei of AKB48, SKE48, NMB48, HKT48, NGT48 and STU48, regardless of age, nationality or ethnicity, sexual orientation, or marital status, are forcibly covered by this contract. No exceptions.
AKB48、SKE48、NMB48、HKT48、NGT48、STU48の現役メンバー、研究生、元メンバー、元研究生は全員、年齢・国籍・民族・性的指向・配偶者の有無を問わず、強制的にこの契約の対象となります。例外はありません。

(In the following text, we refer to anyone covered by this contract as a “member”.)

メンバーと運営の義務 Obligations of Members and The Management

2. (a) Every member, by signing the contract, should be prepared to lose her virginity and serve anyone sexually using her own body after turning 18. For instance, she is obliged to perform in kissing scenes and bed scenes in dramas, model for photoshoots (either dressed, in swimsuit, in underwear, semi-naked or fully naked), provide sexual favors, and perform in pornography (AV), if the management asks her to do so.
メンバー全員、契約書にサインすることで、18歳を過ぎたら処女を捨て、自分の身体で誰にでも性的奉仕をする覚悟が必要です。例えば、ドラマのキスシーンやベッドシーンへの出演、写真撮影（着衣・水着・下着・セミヌード・全裸）、性的行為の提供、AV出演など、運営側から依頼された場合には、出演する義務があります。

(b) The management is obliged to arrange regular health checks for members, to guarantee that they are healthy and not infected with STDs.
運営は、メンバーが健康であり、性病に感染していないことを保証するために、メンバーの定期的な健康診断を手配する義務を負います。

メンバーの権利 Rights of Members

3. (a) Top members will be able to perform in kissing scenes and bed scenes with male actors, with the approval by the management, in order to increase their female pheromone and improve both their acting and sexual skills. They also have the right to date and have sex with those male actors in private.
選抜メンバーは、運営側の承認のもと、男性俳優とのキスシーンやベッドシーンに出演し、女性フェロモンを高め、演技力と性技力の両方を向上させることができます。また、プライベートで男性俳優とデートしたり、セックスしたりする権利があります。

(b) All other members have the right to date and have sex with anyone freely in private.
他のメンバーは、プライベートで自由に男性とデートしたり、セックスしたりする権利があります。

(However, since idols are important sexual commodities, it is not allowed to have unprotected vaginal sex, threesome or any sexual act that involves more than 2 people, or high-risk sexual acts that could hurt the body in private, without the approval by the management.)
(ただし、アイドルは大切な性的商品であるため、運営の承認なしにプライベートでの膣内生挿入性交、3Pなど2人以上での性行為、身体を傷つけるような危険性の高い性行為は禁止されています。)

仕事内容 Contents of Work

4. (a) Every member who reached the age of 18 is expected to do nude photoshooting.
18歳になったメンバーがヌード撮影をすることになっています。

(b) Every non-virgin member who reached the age of 18 is expected to perform sex in front of a camera. She is also expected to attend regular talking events, handshaking events, and sex-related events, where she performs handjob and other sexual acts for selected fans, in return for her fans’ support.
18歳になった非処女メンバーは、カメラの前でセックスを披露することになっています。また、定期的にお話し会、握手会、セクシー系イベントに参加し、当選したファンに手コキなどの性行為を行い、ファンからの応援のお返しをすることが求められている。

卒業の条件 Condition of Graduation

5. If a member chooses to graduate and leave the group, in her last sex events, she must have vaginal sex (using condoms) with all her virgin male fans unconditionally. As a service, the graduating idol is responsible for assuring that all her fans can also graduate from virginity before her graduation.
メンバーが卒業や脱退を予定している場合、最後のセックス会では、無条件で童貞の男性ファン全員と本番セックス（コンドーム着用）をすることが義務付けられています。サービスとしては、アイドルには、ファン全員が童貞を卒業できるようにする責任がある。

6. If a member’s private dating is revealed to the public, in her future sex events, selected fans will be allowed to give internal cumshots to her without protection. She is solely responsible for any consequences such as pregnancy.
メンバーのプライベートな交際が発覚した場合、今後の彼女のセックス会では、当選したファンが膣内ザーメンを出すことが許されます。妊娠などの結果については、彼女自身の責任となります。

運営の権利 Rights of The Management

7. The management reserves the right to request any graduated member to perform any kind of sexual acts, if needed.
運営側は、必要に応じて、既婚・未婚にかかわらず、卒業したメンバーにあらゆる性行為を要求する権利を有します。
